REP ABASS AGBOWORIN PRIMARY ASSIGNMENT AS A LAWMAKER, MOVED 12 MOTIONS & 8 SPONSORED BILLS.

Law making is the chief function of the house of representatives as an arm of the National Assembly. Section 58(1) of the 1999 Constitution provides that ” The power of the National Assembly to make laws shall be exercised by bills passed by both the Senate and the House of Representatives and, except as otherwise provided by subsection (5) of this section, assented to by the President.”

A bill is a law in embryo or a potential law that needs to be passed by a lawmaking body. It should be noted that a bill does not become a law until it has been passed by the two chambers before a bill becomes a law, it passes soon through some stages. The first is 1st reading where the bill is introduced to the house, after the 1st reading is the 2nd reading where further deliberations are made and the purpose of the bill is made known to the house.

A committee is set up for more discussions and adjustments are made if necessary, the committee meets and reports to the whole house and the bill enters the third reading. The bill thus far passes if it is supported by a simple majority of the members. If the bill passes, it is sent to the senate to be passed. If the bill passes in the other house, it is presented to the president for assent. Within thirty days, the president is required to notify whether he assents or not. The bill becomes a law once the president of assents. If the president withholds his assent, the National Assembly may pass the bill by a two-third majority.

So far, Hon. Abass Adigun as the federal lawmaker representing Ibadan North-East/South-East Federal Constituency has moved 12 Motions and 8 sponsored bills and new bills which will impact the lives of Nigerians positively, these bills are targeted in improving the welfare of Nigerians, covering health sector, security, youth Empowerment/engagement, education, cultural preservation and general well-being of Nigerians.
