Legal and Institutional Reform
In alignment with the Electricity Act 2023, Oyo State enacted the Oyo State Electricity Regulatory Commission Law 2024, thereby establishing the Oyo State Electricity Regulatory Commission (OYSERC). The Commission provides regulatory oversight for intrastate electricity markets, consumer protection mechanisms, transparent tariff supervision, licensing of embedded generation and mini-grid operators, and a credible framework for private sector participation. This institutional foundation ensures long-term sustainability beyond political cycles.
Ongoing 12 MW Ibadan Independent Power Project (IPP)
The State Government is currently executing a 12 MW Ibadan Independent Gas Power Project designed to provide stable electricity supply to critical government institutions and selected private commercial clusters within the Ibadan metropolis. The project enhances energy security, reduces dependence on unstable national grid supply, supports commercial productivity, and creates a scalable platform for embedded generation expansion.
Mini-Grid Electrification Across 21 Communities
The administration has deployed mini-grid electrification solutions in 21 underserved communities across Oyo State. These decentralised systems expand electricity access in rural and semi-urban areas, support small businesses and agro-based enterprises, enhance healthcare and educational service delivery, and reduce energy poverty.
Provision of Transformers to Needy Communities
The Oyo State Government has also provided electricity transformers to numerous underserved communities to strengthen distribution capacity and restore supply in areas experiencing prolonged outages. These interventions have improved voltage stability, reduced equipment damage, restored power to residential and commercial clusters, and enhanced overall access to grid electricity.
Building a Sustainable Electricity Market
Through regulatory clarity, investor engagement, and structured electricity market reform, Oyo State is creating an enabling environment for private sector investment, embedded generation, improved service delivery, and enhanced consumer protection.
Conclusion
Under the leadership of His Excellency Engr. Seyi Makinde, Oyo State has enacted a State Electricity Regulatory Law, established and operationalised OYSERC, advanced a 12 MW Independent Power Project, electrified 21 communities through mini-grid deployment, supplied transformers to underserved communities, and created a framework for sustainable private sector participation. These measurable achievements are aimed at delivering stable, affordable, and inclusive electricity access for the people of Oyo State.
